Why is creating communities no longer available from the top navigation?

On which instance? Every instance can switch that on or off whichever way they see fit.
I currently see it while logged into lemmy.ml instance.
Lemmy.ml has user created communities disabled. It’s an admin setting by particular instance. My home instance has user created communities enabled.
