Also, even on fair skin it looks like clown makeup lol.

Looks good on people with fair skin. I prefer it on femmes myself, but I know there are fans of masc+makeup.
People with a darker skin tone, it starts working less.
There are like elevendy billion shades/tones of “red.” If you have lips, there is a red out there that will look good on them.
All lipstick is red. Do you mean bright fire engine red?
I’d say neon green is probably a worse lipstick color.
