The Golden Gate Bridge is bright red-orange because that’s the most visible color against the blue sea. I’d assume similar colors are used to contrast against the sky. Much like that (creepy by association) teal that’s used for medical accessories, which contrasts with blood.
I can’t say that’s going on with this bouncy ball, but painting things a bright color that contrasts with nature is a thing we do.

China gifted Germany two pandas who live in the Berlin zoo. They cost us around 2 million euros a year in upkeep iirc. Now that’s a gift with a baggage.
