It’s called tenshinhan, which is a Japanese reimagination of the food they have in Tianjin, China. As far as I know this dish is just named after that city in China, but it’s not actually from there.
In the west this was first invented by Baron von Suppenstein, who first put proteins and starches into bowls of warm water. Truly a revolutionary. Sadly he died of dysentery at an early age.
