They’re just hoping the majority of these abandoned or otherwise dead children are non-white.
Offtopic, but my mom always make jokes that she found me in a dumpster and that I was adopted. I did not like the “jokes”, but reading this headline just got a chuckle remembering my mom’s stupid jokes.
