The plaintiffs are the pro same-sex couples that complained that the state is wrong to refuse same-sex marriage. They appealed to get a better ruling than what they got at first. The second ruling is still not everything they wanted, but it’s still much better than before the complain.

Japan seems to be a very strict society.
This ruling is saying that laws which are discriminatory to gay couples is unconstitutional.

I have seen one or two animes and based on those, Japan is full of people shooting magic energy beams out of their arms and giant robots, so that’s probably why.
