Not all of them are fighters but they’re all affiliated. Israel has mostly forced them into that situation. So yes they are firing on Hamas members. However, they also forced a large amount of those people to become Hamas members. It’s a real damned if you do damned if you don’t situation because you’re an acceptable casualty. If you’re a bystander and they hit someone that is a Hamas member.
Which is why the only way to ever start unfuck this situation is to provide an economic base and opportunities for the people there some magical organization to provide employment in education and not be biased to the population and not to be influenced or run by Hamas or its affiliates.
