Moon manufacturing would be mainly for the space industry, yes. As the moon’s gravity is far smaller than earth’s, it’s much much easier to launch things into orbit.

Also, the moon is in a near perfect vacuum. That, and low gravity, has some value for manufacturing certain things. Especially low gravity, as it’s very hard to reduce the gravity on earth for industrial processes.
