“West Taiwan” is a joke, to show how absurd it is to deny reality and make up fantasy worlds where you can just pretend a country is under your control when it clearly is not.
It’s not meant to be taken seriously, unlike China’s “Chinese Tapei” hot take.

But the joke only benefits China by reinforcing the connection.

I’m going to assume you’re familiar with the 1 China policy.
So basically by calling China as just a part of Taiwan it reinforces the concept that both countries are the same, only divided by government.
Now the people of Taiwan are leaning towards independence and don’t desire reunification, they don’t want everyone to keep saying they’re the same country they want to be thought of as Taiwanese.
So while it may seem like a funny joke to say China is the pretender government, the only people who actually want that narrative of a fake government ruling part of the land is China.
