This little paper is about 10 feet away from the register. If someone is sitting in the few chairs they offer, it’s impossible to read without asking them to move. Heads up if you decide to grab something here. It’s hard to see this notice.

Why not just raise prices 20% and stop adding stupid fees?
Because this way it’s not considered gratuity, and the owners don’t have to actually give all of it to their employees.
Also, they don’t say “no tip required, we’ve already taken a tip from you” They are happy to take a tip in addition to the mandatory fee.
