I don’t understand what they’re trying to say. ADSL uses telephone lines and it’s a lot faster than 56k. Am I misunderstanding something?
ADSL doesn’t use the same frequencies used for voice, which is why telecoms had to specially support it. Dial-up does, so it would work over any phone line but would be subject to the mentioned limitations.
