I use imgflip. It’s super easy even on a phone, has every template I’ve ever seen, makes it easy to upload your own template, and just had a very small watermark in the corner.

Inkscape, since you can move those text boxes and the image freely around the canvas and then export it to whatever format you need.
Or Krita. Same thing but with a cuddly mascot and much more.
Krita is great, but text tool is garbage (checked around 4-6 month ago).
I like memtastic for android.

getpaint.net, I use it for a quick meme all the way up to designing posters. Works like a charm and supports plugins
