Terrorist acts, in its core, are what is meant to shock the population, a means of (usually killing the civilian population) achieving the effect on people with less (economically).
Eg nuking civilian population (for terror among the nation) vs nuking the same nations unpopulated areas (or, weeks before that, systematically using incendiary bombs on civilians).Words have meaning, that is why propaganda changes the narratives/words (sometimes even word definitions).
