A request for proposals for new detention facilities and other services would allow the government to expedite the contracting process and rapidly expand detention.

      it is, with the efficiency the federal government is capable of, transferring taxpayer money into very specific pockets, from which a much smaller amount will actually go towards ‘detention’.
