So if it hasn’t happened, what proof do you have that it will? Why bring it up if it hasn’t happened, and there is no proof that it will happen?
It’s called being able to follow logical consequences.
Removing rules that the worst run state education departments have already been trying to bypass, won’t make those school less bad.
