Windows Update has been able to download drivers for several years now.
“able to”, eh? More like “failing at”

According to the Windows AMD GPU users, it’s a bit too effective at downloading them.
Disclaimer: I don’t run Windows much, so I have to go with what I see online.
Nah, they are usually hidden under optional updates though.
On the Microsoft Surface laptops, the entire driver update system is through Microsoft Update.
