Well, yeah. It’s a satire of specifically America. Making one set in another country would be missing the point somewhat.
From what I saw in 4 and what I hear of 76, it’s hard to imagine Todd Howard is averse to missing the point.
It’s a satire of American nuclear fears from the 50’s. But it’s also a critique on the governments of the world. The war that resulted in the apocalypse certainly wasn’t just the United States’ doing.
It is entirely possible and potentially more effective to satire the US while centering the story outside of the US
