Who has claimed Israel is justified in killing civilians? Afaik that’s not a very popular position anywhere in the world.

I mean ofc there are psychos out there and radicals, but as a mainstream view? Nah. Most everyone I come across is saddened by the whole thing and feels sympathy for people just trying to survive.
