Private ownership of knowledge and ideas stagnates development, however we recognize that those who create those things need a period of time to recover their development costs and to capture a reasonable profit to encourage further development. For this reason we commit the resources of the state to enforce the exclusive control of intellectual property for a limited time, it is unreasonable to expect the government to expend unlimited resources for the benefit of a single entity.
