The answer is housing, health care, and education, and always has been nothing but that, but because it’s seen as forced charity, instead of solving a social dysfunction, we’ll keep going round and round in this circle of identifying the problem but ignoring the solution, which in the end will cost 1000 times as much, because peoples pride stands in the way of actually fixing things, to say nothing of the human cost for those who are homeless
