That sure sounds like the calculated use of violence to create a general climate of fear in a population and thereby to bring about a particular political objective.
This is also why the security council ceasefires have all called for no destruction of Rafah. US vetoed. US draft allowed Israeli attacks in Rafah. Others blocked.
Israel is straight up ignoring the resolution. So not only are they complicit in genocide, but anyone who sends them aid is more so complicit now.
