This is not new. When they initially got Stingray IMSI-catchers, they were so hush-hush about it that prosecutors would drop cases if their parallel construction failed.
Now we know about them, and businesses would melt down if it ever became news how vulnerable their agents are to industrial spies who use them, but securing IMSI would require a major reconfiguration of cell phone tech.
In the meantime it varies sometimes from county to county whether your local precinct can use IMSI-catchers without a pre-written warrant or consent of the device owner.
So if you’re on the run from the law, have a friend attach your phone to their dog when they run around the back yard.
