I’d say the main difference is children are able to be controlled, while we’re dealing with adults who are cunning and willing to stop at nothing to change the system to benefit them and only them. In other words, their Extinction Bursts are capable of being effective, and Just Doing It Harder may work. Especially when “doing it harder” is cheating the system.
