If governments used taxes to better people’s lives and not to enrich themselves, their buddies and corporations. If they didn’t do means testing for benefits (or better yet scrapped benefits and implimented UBI etc instead) etc then taxes would look a lot more appealing but they either don’t care or are intentionally callous.
I’ve seen some that don’t, on the whole I agree in some places it can be very much like that, but its degrees can vary. A lot of the ‘better’ governments lose money on public services etc, for example.

Right, but governments could/are supposed to act as the antithesis to that. Some do.
Not really, the state usually serves capital.
